The current study attempted to identify students' of Arabic programs beliefs about their chosen programs. To achieve this purpose, a survey was developed to collect the data from randomly selected students in liberal-arts and education-based programs at Kuwait university. The results showed that students were statistically differentiated as a function of different beliefs insofar as the Arabic language programs were concerned. Yet beliefs were not just confined to materialistic benefits; students tended to value other types of benefits as well. Implications for education policies and recommendations for future research were also included. The most important implication is that students along with their beliefs should be included in evaluating or revising the educational programs.

The paper reports on a research project that encompasses two key objectives: (1) finding out about the barriers affecting or preventing e-learning from being adopted by companies as an integral part of their workforce’s training and learning processes and (2) establishing a comparison between the barriers and the e-learning implementation models found in Kuwait and in the practice of Western companies. The practices from Western countries are used as a benchmark for the Kuwaiti experience. The collection of the primary data was carried out through the use of semi-structured questionnaires with human resources managers as well as IT managers in charge of the e-learning of 11 of the largest companies in Kuwait. The research results show that the key implementation barriers in Kuwait are (1) lack of management support; (2) language barriers; (3) IT problems; and (4) workload and lack of time. From these, two are common to Western countries (technology and time). The remaining two (management support and language barriers) are specific to Kuwait. Regarding the comparison between the two implementation models, the key finding was that the usual e-learning development cycle (plan-design-integrate-improve) was not followed in Kuwait. The planning, designing and improving stages were largely ignored, with the emphasis resting almost completely on integrating the e-learning tools and processes in the rest of the organization. This finding was found to be in line with barrier number one - lack of management support. The key lesson learned from this research is that the problem of e-learning implementation in Kuwait is not so much one of knowing what the barriers are but one of knowing what the appropriate management processes should be for companies to achieve business success. The paper also provides recommendations for an e-learning development plan to fit the current business environment in Kuwait.

In an era of globalisation and economic competitiveness, Australia plays a major role in assisting other countries' governments to build their workforce through the provision of vocational education programs. This is referred to as transnational education. It encompasses any educational service or product offered by an educational institution based in one country to students in another. The advantages of the provision of these programs include expanding opportunities for governments and individuals to access relevant and quality vocational education in their own country. However, the capacity of Australian educational providers to meet the diverse needs of this market is hampered by its own national regulations. The mandatory requirements for the implementation of the Australian national vocational education curricula - known as Training Packages - which are tied to national industry standards, restrict these provisions and frequently render them irrelevant to the needs and circumstances of other countries. Therefore, questions emerge about the sustainability of pursuing an approach to transnational education that expects and requires teachers to maintain these standards in a country for which the curriculum was not designed.
To understand how teachers negotiate the needs and interests of transnational students and their sponsors amongst the imperatives of national curricula, a tentative analytical framework was synthesised from a review of relevant literature. This framework of curriculum conceptions was used as the basis for comprehending what constitutes an extensive account of curriculum in Australian transnational vocational education and training (VET). To understand further the key factors associated with teachers developing, adapting, and enacting Training Packages in another country, a phenomenological approach was used to collect and analyse data. The informants included 13 Australian and expatriate teachers who taught in transnational VET programs across nine countries. The findings contribute to an explanation of the complexity of factors that influenced these teachers' enactment of the curriculum and how they engaged in decision-making, problem-solving, and curriculum formation to overcome the constraints associated with implementation. The findings show that five situational factors had the most influence on these teachers' ability to maintain Australian curriculum standards in another country: (a) information, (b) resource, (c) material, (d) institutional, and (e) student readiness.

Women in the United States and Kuwait have made advances as researchers and leaders in science, engineering, and medical disciplines, yet challenges and barriers remain to enter and advance in these fields in both countries. Building on recent collaborations, the National Academies of Sciences, Engineering, and Medicine and the Kuwait Foundation for the Advancement of Sciences agreed on convening two workshops to identify evidence-based practices and resources for improving the inclusion of women as full participants in science, technology, engineering, and mathematics (STEM). This publication summarizes the presentations and discussion from the first workshop, held 28-29 October 2019 in Washington, D.C., focusing on: challenges and barriers facing women to enter and thrive; evidence of effective programs, practices, and models for recruiting women; and curricula structure and how it affects the attrition of women in STEM in the United States, Kuwait, and the Arab World.

The [Coronavirus Disease 2019] COVID-19 pandemic adversely affected economies and disrupted labour markets across the world. Skills development is key to helping workers and firms recover and prepare for future challenges. Skills management and development are especially relevant for the State of Kuwait, which must contend with both the skills relevance of its national populations and those of foreign workers, who represent over 80 per cent of the workforce.
The report explores how the skills needs of Kuwait changed following the pandemic. Based on desk research and a survey of 240 firms across multiple sectors in Kuwait, carried out from October to December 2021, the report provides a forward-looking assessment of the reskilling and upskilling requirements of the country, focusing on how the skills mix of national and foreign workers is likely to change in response to evolving local conditions and global trends. The research aims to support Kuwaiti businesses, policymakers, and organizations representing workers and employers to better assess policy options, especially as they pertain to skills-based international recruitment.

This paper identifies and examines the effectiveness and efficiency of health and safety strategy and practice in the Department of Production Engineering (DPE), College of Technological Studies (CTS). The objectives are to examine whether health and safety strategy and practice are indeed considered one of the CTS’s main priorities, and to examine its role in providing a healthy and safe learning environment for students, instructors, managerial staff, and visitors. The study is based on extensive fieldwork that encompassed a review of related literature, questionnaires and personal interviews with the Dean of the College, the Assistant Dean for Academic Affairs, the Head of the DPE, selected instructors, students, and industrialists. Finally, the paper argues that unless the management of the CTS realises the importance of the application of a health and safety strategy, this will remain a barrier to the learning environment. As a consequence, this might hinder the prospect of providing graduates with the most vital skills required by local industry, and increase industrial dependence on expatriates.

Education stands at a critical juncture in the Arab States - more than three years after the eruption of the Arab Spring sparked by young people of the region, and one year before the deadline for the realisation of the six Education for All (EFA) goals, the future role and direction of education hang in the balance. The enthusiasms and tensions of the Arab Spring were fuelled in part by growing demand for education and for the benefits it is purported to bring, as well as by frustrations with its low quality and inability to deliver work opportunities. Fully one in five people is aged 15-24 - a total of 85 million - and one in four of these is out of work. In some countries of the region, unemployment among university graduates is higher than among those with nothing more than primary schooling. This report reviews the status of progress towards the EFA goals and then presents a number of examples of recent activities designed to accelerate progress. It also reviews the status of the 2015 EFA final review process and of discussions on the post-2015 education agenda.
